Purpose[]
The Meadow Accords was initially set forth as a set of laws and a cooperative agreement between Hallowfort and Ravenhall. The purpose was an alliance between the two cities, aided by a teleportation gate network created by the Meadow, Ilea, Claire and Christopher, and it was planned to be expanded upon to encompass other cities and races eventually. The name of the agreement was proposed by Elana Invalar.[1]
"If none are in opposition, we will declare the official creation of the Meadow Accords, all members to be equal under the laws defined, all matters concerning everyone to be discussed and voted on here, in the domain of the Meadow, should it be reachable." - Claire Russel[1]
Rules and guidelines[]
Around each gate there was a designated neutral area recognized by all signatories of the accords, as a way to avoid power grabs and fights over the gates themselves. Usage of the gates either required a small fee or connection to the Meadow Accords.[2] There are security checks before going through the gates, and there is a queue system.[3] Certain gates were also restricted. Only a select few were allowed to use the gate in the Meadow's domain, and the gate to Hallowfort was restricted to level 200+ because only people on the level with the Shadow's Hand would be deemed savvy enough to understand the dangers of the North.[2]
Defensive measures[]
The accords have a threat system in place, with level one being the lowest threat, and level ten being the highest confirmed so far. Aside from the general guarding by Aki and his machines, a level five threat encompasses a complete evacuation of all non combat personell as well as activation of all defensive measures in the location in question.
The Meadow enacted the first confirmed level five threat protocol when Ilea entered the four mark level and dumped the body of a dragon next to it without telling anyone beforehand.[4] The defensive measures include thousands of the Taleen machines under Aki as well as massive enchanted cannons like those found in The Pit, and a magical barrier around the location under attack. The barrier can be partially opened to allow people and items inside, as well as to avoid the cannons firing at their own protective field.[5]
The first level ten threat was encountered after Operation Dawn revealed that Ker Velor was ready for an extraction of the second sun at any time. During this threat level, all the forces of the Accords are mobilized into strike teams for an all out assault against an existential threat to the realm, with all resources being used for this effort. Representatives are allowed to veto, but doing so will mean that the Accords move on without the ones who object - essentially making a veto an exit from the Accords in this instance. During threat level ten individual security of persons and settlements is also to be considered as a secondary notion.[6]
